Jason Burke of Guardian referring to WikieLeaks has reported from New Delhi about the Indian atrocities in Indian Occupied Kashmir, (IOK). The facts released in WikiLeaks are nothing new to the people in this region but am sure these would have some revelations for the people in the West.

Reportedly, ICRC informed some US diplomats about beatings and electric shocks inflicted on hundreds of civilians detained in Kashmir, in Delhi but what difference has it made? India is not pushed nor worried because the West is more interested in trade with India, a market of 1.3 billion people.

In fact West discovered a new trail that originates in the west and terminates in New Delhi. The first on this trail was David Cameron, the British Prime Minister, followed by Barack Hussain Obama and later by French President Nicholas Sarkozy. This trail yielded some huge trade benefits to the first two trekkers but the last trekker, Sarkozy went back empty hands.

WikieLeaks has confirmed that the US and others in the West had the knowledge of Indian State Terrorism still all the trekkers had to ignore the Indian atrocities, torture, rape, killings and illegal detentions, they indulged in some severe Pakistan bashing and filled their coffers. The result was military hardware orders worth billions of dollars. David Cameron bagged worth 2.5 and Obama got a bigger purse worth 10 billion dollars to sell their military hardware. Poor Sarkozy after doing all the tricks and waging his tail, could not manage a cent. The best was the Chinese Prime Ministers who maintaining his firm stance bagged over 16 billion dollars and yet India could not extract any political or diplomatic mileage from him to isolate Pakistan.

Coming back to Wikileaks, the dispatches, obtained by website WikiLeaks, reveal that US diplomats in Delhi were briefed in 2005 by the International Committee of the Red Cross (ICRC) about the use of electrocution, beatings and sexual humiliation against hundreds of detainees. But these reports do not reveal if there was any concern shown by the US administration at any level. The work went in its routine.

Some other cables do reveal that it was in 2007 that some American diplomats were concerned about widespread human rights abuses by Indian security forces, who they said relied on torture for confessions. Now even if they did show some concern it was only a cosmetic touch that never showed any open reprimand of India for such inhuman and brutal acts.

These revelations could have been intensely embarrassing for Delhi, which takes pride in its status as the world's biggest democracy, and come at a time of heightened sensitivity in Kashmir after renewed protests and violence this year only if the American Administration in particular and the Western media in general had exposed it to the entire world.

  Quantum Note: The Interminable War

Although the US officials had evidence of widespread torture by Indian police and security forces, were secretly briefed by Red Cross staff about the systematic abuse of detainees in Kashmir, according to leaked diplomatic cables but it did not make them move. Every sane mind is questioning,  where do the tall public claims by every successive American President, British Prime Minister and others in power elsewhere stand when they stand behind India knowingly that India is showing complete disregard to any human norms and values.

When the US embassy reported the ICRC concluded that India "condones torture" and that the torture victims were civilians as militants were routinely killed so what’s the real function of ICRC, just to bluff the public?

India’s real face is hidden behind the silver screen of the glamour world of Mumbai. Even there it’s not all that smooth as depicted on the screens. Sanjay Dutt, a leading star of Bollywood had a Muslim mother, Nargis another leading lady of her time was held in prison for a long time by implicating him in Mumbai Railway Stations terrorist attacks. Later it was proved that he was only implicated for his Muslim bloodline.

Beginning in the early 1990s, India's security forces used Ikhwan to combat terrorism in the Srinagar Valley. Known for its brutal and corrupt practices, Ikhwan is notorious for its use of torture, extra-judicial killing, rape, and extortion of Kashmiri civilians suspected of harboring or facilitating terrorists. In the interest of remaining balanced in our approach tothe Kashmir issue following Embassy New Delhi's denial of Sayeed Ali Shah Geelani's visa request, Post recommends denying this visa application as well. A Dubious History


3(S) Kashmiri paramilitary leader and J&K state MLA Usman Abdul Majid applied for a U.S. visa on May 22nd in order to attend functions held by the United States Institute of Peace starting on June 7th in Washington, DC. Majid is a leader of the pro-GOI Ikhawan-ul-Musilmeen paramilitary group, which was formed by India's security forces to combat terrorism in the Kashmir Valley. The group is made up of terrorists who have surrendered to the Indian government and agreed to fight against their former brethren. Ikhawan has a reputation in the Valley for committing brutal human rights abuses — including extra-judicial killings of suspected terrorists and their family members, as well as torturing, killing, raping, and extorting Kashmiri civilians suspected of harboring or facilitating terrorists. Majid won election easily in his Baramullah district of Kashmir, but this is likely only because the district has had a minute voter turnout as terrorist groups continue to enforce a boycott there of Indian-held elections. This boycott continued in Baramullah even in 2002, when turnout was much higher in other areas. Similar to many of the instances of torture and violence surrounding the Kashmir dispute, Post is unable to verify with evidence the claims against Majid.

(S) Comment: Majid's reputation in the Kashmir Valley is one of the worst among those associated with the GOI.In light of our rejection of the Geelani visa, we will not be able to maintain our record of neutrality in the Kashmir dispute if we grant this visa. Nonetheless, denying his application may have some repercussions with GOI officials, especially those from India's Intelligence Bureau who have been close to his case. As with the Geelani case, this will be a very delicate matter, but in light of Ikhawan's history, Post recommends that the U.S. government deny the visa. MULFORD”

WikieLeaks further disclosed that the most highly charged dispatch is likely to be an April 2005 cable from the US embassy in Delhi which reports that the ICRC had become frustrated with the Indian government which, they said, had not acted to halt the "continued ill-treatment of detainees".

  The War on Terror and It's Motives

The embassy reported the ICRC concluded that India "condones torture" and that the torture victims were civilians as militants were routinely killed.

The ICRC has a long-standing policy of engaging directly with governments and avoiding the media, so the briefing remained secret.

An insurgency pitting separatist and Islamist militants – many supported by Pakistan – against security services raged in Kashmir throughout the 1990s and into the early years of this decade.

It claimed tens of thousands of lives, including large numbers of civilians who were targeted by both militants and security forces.

The ICRC staff told the US diplomats they had made 177 visits to detention centres in Jammu and Kashmir and elsewhere in India between 2002 and 2004, and had met 1,491 detainees. They had been able to interview 1,296 privately.

In 852 cases, the detainees reported ill-treatment, the ICRC said. A total of 171 described being beaten and 681 said they had been subjected to one or more of six forms of torture.

These included 498 on which electricity had been used, 381 who had been suspended from the ceiling, 294 who had muscles crushed in their legs by prison personnel sitting on a bar placed across their thighs, 181 whose legs had been stretched by being "split 180 degrees", 234 tortured with water and 302 "sexual" cases, the ICRC were reported to have told the Americans.

"Numbers add up to more than 681, as many detainees were subjected to more than one form of IT [ill-treatment]," the cable said.

  The Reality of Hizb ut Tahrir

The ICRC said all branches of the Indian security forces used these forms of ill-treatment and torture, adding: "The abuse always takes place in the presence of officers and … detainees were rarely militants (they are routinely killed), but persons connected to or believed to have information about the insurgency".

Rahul Gandhi, the crown prince of Indian politics, believes Hindu extremists pose a greater threat to his country than Muslim militants, according to the American ambassador to India. Here it’s again baffling why the Indian government is reluctant to act against Hindu Zealots.

As a consequence of these WikieLeaks, its imperative for the civilized peace loving citizens of the world not to accept the statements or tall and hollow claims of morality, human values, peace, justice etc. of the leaders around the world; they all are liars and hypocrites. Now its more than evident that there was no terrorist involved in the acts of 9/11 or any other place but were all in-house acts of CIA, MOSSAD etc.

The unjust war declared on Afghanistan, Iraq and Pakistan is not making the world any safer, in fact the killing of the innocents is creating more hate, fear of uncertainty and terror.
